Summary: We will not investigate this complaint about the Council’s refusal to accept Mrs C as a suitable representative for Mrs D. We do not consider Mrs C to be a suitable representative to act on behalf of Mrs D.
The complaint
- Mrs C complained her friend Mrs D does not want a council arranged care package and the Council has refused to consider her complaint about this matter on behalf of Mrs D.

- The Council has confirmed Mrs D does not want to make a complaint. We do not consider Mrs C to be a suitable representative in this case.
