  • Transport for London (20 011 396)

Statement Closed after initial enquiries Covid-19 18-Mar-2021

Summary: We shall not investigate Miss X’s complaint about Transport for London not refunding her Oyster card season ticket for the full period she wanted. An investigation would be unlikely to find fault but for which Miss X would have received the refund. It is also unlikely we could achieve the remedy Miss X wants.

  • Reading Borough Council (20 011 525)

Statement Closed after initial enquiries Parking and other penalties 18-Mar-2021

Summary: We will not investigate this complaint about an alleged breach of the General Data Protection Regulation or the Council’s failure to provide Mr C with access to information he has requested about Penalty Charge Notices. This is because it would be reasonable for Mr C to ask the Information Commissioners Office (ICO) to consider his concerns. The ICO is better placed to investigate this complaint. Mr C can ask the Traffic Enforcement Centre to consider late witness statement and it would be reasonable for him to do so as a way of challenging the PCNs.

  • Bristol City Council (20 006 971)

Statement Not upheld Parking and other penalties 17-Mar-2021

Summary: Mr X complains the Council failed to take appropriate action when he complained that his neighbour does not meet the criteria for a disabled parking bay the Council provided. There was no fault by the Council.

  • St Helens Metropolitan Borough Council (20 008 254)

Statement Closed after initial enquiries Parking and other penalties 17-Mar-2021

Summary: We will not investigate how the Council has responded to the complainant’s concerns about parking issues near his home. It is unlikely we would find evidence of fault by the Council.

  • Gloucestershire County Council (20 013 165)

Statement Closed after initial enquiries Highway repair and maintenance 17-Mar-2021

Summary: We will not investigate Mrs B’s complaint that the Council was responsible for damage to her car. This is because Mrs B may take the Council to court and it is reasonable for her to do this. Also, an investigation solely into the Council’s handling of Mrs B’s claim for compensation is not justified.

  • London Borough of Havering (20 010 014)

Statement Closed after initial enquiries Parking and other penalties 17-Mar-2021

Summary: We cannot investigate this complaint about two penalty charge notices issued by the Council for moving traffic contraventions. The complainant has appealed one of the penalty charges and has asked a court to restore his right of appeal against the other. There is no fault in the Council not refunding a court fee paid by the complainant.

  • Hertfordshire County Council (20 011 589)

Statement Closed after initial enquiries Other 17-Mar-2021

Summary: We will not investigate this complaint about delay in dealing with overgrown vegetation outside the complainant’s home. The Council has changed its procedures and has now carried out work. It is unlikely an investigation would lead to a different outcome.

  • Transport for London (20 004 469)

Statement Not upheld Parking and other penalties 17-Mar-2021

Summary: Mr X complains about the Ultra Low Emission Zone penalty charge notices (PCNs) issued to him by Transport for London. The Ombudsman has not found fault in the way Transport for London administered its process for issuing and cancelling the PCNs.

  • London Borough of Ealing (19 017 093)

Statement Closed after initial enquiries Parking and other penalties 16-Mar-2021

Summary: Mr X complains the Council denied him the right to appeal against a moving traffic penalty it issued to him. Mr X says he missed out on seeking compensation from the independent adjudicator because of this. We will not investigate as the Council cancelled the penalty and the remaining injustice to Mr X is not sufficient to warrant our involvement.

  • Manchester City Council (20 011 572)

Statement Closed after initial enquiries Traffic management 16-Mar-2021

Summary: Mr X complains about the Council’s decision to install traffic calming measures on a road near his home. Mr X says the restriction causes traffic congestion leading to unacceptable pollution. We will not investigate this complaint as we are unlikely to find fault in the way the Council reached its decision.
