    Summary: Mr X complains about the Council’s handling of the charges for his wife’s care and the decision to backdate charges for a second evening carer between 10 December 2018 and 7 July 2019. There is nothing in the Council’s records to justify the backdated charge, as Mrs X has been paying for a second evening carer all along. The Council has agreed to withdraw the backdated charges, apologise, pay financial redress and take action to prevent a repetition of the problems experienced by Mr & Mrs X.

    Summary: Mrs X complains the Council has failed to deal properly with the charges for Mrs Y’s care, by treating her as a full cost payer through no fault of her own and causing her significant distress. The Council has now agreed to backdate its contribution towards the cost of Mrs Y’s care. It also needs to apologise and pay financial redress.

    Summary: We will not investigate Ms X’s complaint about the Council’s handling of her neighbour’s planning application. The Council accepts fault but we could not say this affected the decision. The Council has apologised and this provides a suitable remedy for the complaint.

    Summary: There was an incident where a care agency failed to give Mrs C her medication. The Council addressed the problem appropriately by starting a safeguarding investigation and preventing any repeat of the problem. There was some fault in the Council’s assessment of Mr B’s needs as a carer and the Council has agreed to offer Mr B a further assessment.

    Statement Upheld Residential care 22-Jan-2021

    Summary: The complaint relates to the Council’s decision to change the way it provided support to Ms D which led to a reduction in the support package that Ms D received. The Council has assessed Ms D’s needs and provided a replacement support package, but there was a lack of clarity in how the Council assessed that the initial care package met Ms D’s needs. The Council has agreed to apologise to Ms D and pays her £150.

    Statement Upheld Safeguarding 27-Jan-2021

    Summary: Mrs X complains the Council failed to safeguard her late mother at Springfield Park Nursing Home and failed to deal properly with her safeguarding concerns. There was a failure to follow the seizure management plan and a delay in calling an ambulance. Although we cannot say this caused harm to Mrs X's mother, the Council needs to apologise to Mrs X for the distress caused and the time and trouble it has put her to.
