Summary: Miss X complained the Council provided her with unsuitable accommodation and failed to resolve her reports of infestations and disrepair. We do not find fault with how the Council responded to Miss X’s reports. We find the Council at fault for failing to provide Miss X with its view of suitability on one of the properties it provided and her right to have this reviewed. We recommend the Council apologise to Miss X and act to prevent recurrence.

Summary: We will not investigate this complaint about problems when Mr X moved house. The Council has agreed a suitable remedy for the problem with Mr X’s council tax bill. There is no continuing significant injustice from the delay issuing the council tax reduction letter. The law prevents us investigating leasehold-related matters. It would be reasonable for Mr X to go to court about alleged damage to health.

Summary: the Council was at fault because it did not consult Mr Y’s appointed attorney when it carried out the annual review of his care package or discuss the proposed change with him. However this fault did not affect the outcome of the review. The Council decided to remove part of the care package for Mr Y to have access to the community because he was no longer able to leave his home and was cared for in bed.

Summary: Mrs X complained the Council failed to provide the occupational therapy and speech and language therapy agreed in her son’s Education Health and Care (EHC)plan. She also complained the Council had not refunded her travel costs she has incurred. We found fault by the Council. The Council has agreed to provide an additional payment to fully address the injustice caused to her and Y.

We have found fault by the Council but cannot say Y would have received an effective education absent of this fault. We have also found fault with the Council’s handing of Miss X’s request for school transport. The Council has agreed to apologise, make a financial payment and service improvements to remedy the injustice caused.
