Summary: Mr X complained the Council have not applied deductions to his council tax arrears that it should have. Mr X also complains about how the Council processed his council tax account and application for Council Tax Support Discretionary Discount. Based on the information available, I have found fault in how the Council responded to Mr X’s application. The Council have agreed to our recommendations.

Summary: The Council was at fault when it refused to escalate Mrs X’s complaints to stage 2 of the statutory children’s complaints procedures, after considering them at stage 1. It has agreed to start the stage 2 investigation without delay and make service improvements to prevent a reoccurrence of the faults identified.

Summary: Ms X complains the Council failed to respond to and investigate her complaints about a resident trading cars from their property causing a nuisance by parking cars on the road. We found fault by the Council as it failed to respond to Ms X’s formal complaints about the matter. But this fault has not caused a significant injustice to Ms X. The Council is now taking the action Ms X was seeking so we are completing our investigation.

Summary: Mrs B has complained that the Council did not properly consider her difficulty walking when refusing a Blue Badge. The Ombudsman has found fault in that the Council did not take all relevant factors into account when conducting a telephone assessment and review. However, the Council has since carried out a face-to-face assessment which the Ombudsman considers a suitable remedy for any injustice from the earlier assessments.

Summary: Mrs B complained that the Council tried to recover a rent arrears debt from 2016/17, over four years’ later and without any explanation or evidence. This has caused her significant distress and time and trouble trying to resolve it. We found the Council at fault. The Council has agreed to write off the debt and check no other tenants have been affected in the same way.

Summary: Ms C complained about the way the Council handled her mother’s discharge from hospital, which resulted in distress to herself. We found fault with regards to the actions of the Council, for which it has agreed to apologise.

It did not properly consider whether it could offer Miss B interim accommodation when it withdrew its offer of a property she had already moved to, or pending the outcome of a review of its decision that its housing duty to her had ceased. The Council has agreed to remedy the injustice to Miss B.

Summary: There was some delay by the Council in deciding two planning applications and deciding whether to proceed with enforcement action against businesses near the complainant’s home. The Council has remedied the injustice by deciding the applications and deciding whether to take enforcement action. There was no fault in the Council’s investigation of complaints about noise and odour from environmental health.

Summary: Ms Y complained the Council failed to provide appropriate support for her and her son, Z, and wrongly threatened her with child protection proceedings. Ms Y also complained the Council failed to provide Z with the support in his Educational, Health and Care Plan. We have found fault by the Council in its delay considering Ms Y’s requests for support for Z, and failure to consider whether it should assess Ms Y’s needs for support, causing injustice. The Council has agreed to remedy this by apologising to Ms Y. We have not found fault by the Council with regard to its contact with Ms Y about child protection proceedings, or the provision of Z’s educational support.
