• The Council should amend its policy to include circumstances for when referrals to a specialist school is not accepted. This should include its duty under Section 19 of the Education Act 1996 to provide alternative provision if a child who by reason of illness, exclusion from school or otherwise may not for any period receive suitable education unless arrangements are made for them.
