Brighton & Hove City Council (25 030 825)

Category : Transport and highways > Parking and other penalties

Decision : Closed after initial enquiries

Decision date : 16 Apr 2026

The Ombudsman's final decision:

Summary: We cannot investigate this complaint about a parking penalty charge notice. Mr X appealed it to the independent tribunal and the matter is therefore no longer within our legal remit.

The complaint

  1. Mr X complains the Council unfairly issued him with a parking penalty charge notice (PCN) and that it did not disclose information to the Traffic Penalty Tribunal (TPT) that would have supported Mr X’s appeal against the PCN.

How I considered this complaint

  1. I considered information provided by the complainant.
  2. I considered the Ombudsman’s Assessment Code.

My assessment

  1. Since Mr X used his right of appeal to the TPT, we can no longer investigate.
  2. Mr X would need to take up his concerns about the Council’s input into the appeal with the TPT.
