The Ombudsman's final decision:
Summary: We will not investigate this complaint about the delay in providing disabled parking bays. Whilst I acknowledge it has taken some time, I understand the bays have now been installed., We consider that further investigation will not lead to a different outcome.
The complaint
- Mrs X complains about the delay in providing her with disabled parking bays which she has applied for. She also says the Council refuses to provide her with information about an objection received to the Traffic Regulation Order and is insisting on an Occupational Therapist assessment for her children.
The Ombudsman’s role and powers
- We investigate complaints about ‘maladministration’ and ‘service failure’, which we call ‘fault’. We must also consider whether any fault has had an adverse impact on the person making the complaint, which we call ‘injustice’. We provide a free service but must use public money carefully. We do not start or continue an investigation if we decide further investigation would not lead to a different outcome.

My assessment
- In response to my enquiries the Council confirms the necessary traffic regulation Order is now active and the lines have been painted. The relevant signage is due to be installed within a week of the date of this decision statement.
Final decision
- We will not investigate Mrs X’s complaint because although it has taken some time to reach this point, the disabled parking bays are now installed. Further investigation will not lead to a different outcome.
