We find the Council at fault for delays in accepting statutory duties, failure to assess whether it was reasonable for her to remain in the property, inaccuracies in her personal housing plans, and poor complaint handling. As a result, Mrs X experienced financial loss, significant distress, and avoidable uncertainty during an already difficult period. The Council has agreed to apologise to Mrs X, pay her its proposed financial remedy, and improve its services.
