Summary

Complaint from two men that the council's decision to allow a replacement dwelling house in Green Belt was affected by inconsistencies, errors, omissions and a lack of policy guidelines. They say the decision to allow so large a house will harm the openness of the Green Belt, it will harm their amenity and its construction will lead to the loss of mature landscaping.

Finding

The Ombudsman upheld the complaint and found fault causing injustice.

Recommendations

The council should, within three months from the date of this report, apologise and pay each of the neighbours £250 for their time, trouble and loss of confidence in the council's decision making. If the council receives another application for development of this site, it should give careful consideration to the proper application of national and local Green Belt policy.
