2. We have the power to start or end an investigation into a complaint about actions the law allows us to investigate. We may decide not to start or continue with an investigation if we think the issues could reasonably be, or have been mentioned as part of the legal proceedings regarding a closely related matter. My assessment

5. Mrs X told us she raised safeguarding concerns with the Council after it had carried out an assessment on two children, she was providing foster care for. The Council replied to Mrs X and said it had taken note of her concerns.
6. Mrs X then complained to us and from the information the Council provided, it is evident there are ongoing family court proceedings, which are closely linked to the decisions the Council took affecting these children. Because of this, we will not investigate this complaint as the matters could form part of the court proceedings.
