Summary: Mrs X complains about the Council’s decision to not provide her son with transport to school since 2020. She said the family have incurred transport mileage costs since then that could have been spent on extra support for her son. We will not investigate matters before 2023 and we do not find fault by the Council.

Summary: Miss X complained the Council has failed to provide a suitable full-time education for her son. And that the Council delayed in completing a review / re-assessment of her son’s Education, Health and Care (EHC) needs and in issuing and amended final EHC Plan. We found the Council made a suitable offer of education pending a re-assessment of Miss X’s son’s needs. However the failure to complete the re-assessment and issue a final EHC Plan within the statutory timeframe is fault. This fault has caused Miss X an injustice.

Summary: Mr X complained the Council delayed deciding his application to join the housing register and wrongly decided he did not meet its local connection requirement. Mr X says he could not bid for advertised properties and has lived with his family in unsuitable conditions for longer than necessary. We have found fault by the Council but consider the agreed action of an apology, symbolic payment and new decision provides a suitable remedy.

Summary: The complainant, Mrs X, complained about how the Council had dealt with her education, health and care plan needs assessment request; the Council’s failure to adhere to legal timescales; and the Council's failure to respond to her complaint. We find the Council was at fault. This caused Mrs X significant distress and delayed provision being in place for her daughter. The Council has agreed to make several recommendations to address this injustice caused by fault.

Summary: The Council failed to provide Ms X with interim accommodation when she first tried to flee domestic abuse. Ms X also experienced several months without hot water in her hostel accommodation due to service failure. The Council was not at fault for the restrictions the hostel placed on visitors attending the accommodation. In recognition of the injustice caused, the Council has agreed to apologise, pay Ms X £850 and carry out service improvements.

Summary: Ms X complained about the way the Council dealt with her when she was homeless. The organisation delivering the Council’s homelessness service failed to notify Ms X that the Council no longer owed her the prevention or relief housing duties and delayed deciding if the Council owed her the main housing duty. This was fault. This caused Ms X avoidable frustration, for which the Council will apologise. It will also work with the organisation acting on its behalf to ensure it sends notification letters in future and to reduce delays in main housing duty decisions in all instances.

Summary: Mr X complains on behalf of his mother, Mrs Y, the Council has failed to take account of professionals’ views when deciding the best care placement for Mrs Y. As a result, he says the Council’s flawed decision making has left his mother without the care she needs. We have found fault in the Council’s decision-making process, and it has agreed to make a financial payment to Mrs X and Mr Y and make service improvements.

Summary: Ms X complains the Council failed to collect refuse regularly since November 2023 due to an ongoing dispute with the refuse workers. Ms X says that due to her disabilities this has led to a build-up of uncollected rubbish which has affected her mental health. We have found no fault in the Council’s actions.

Summary: Ms X complains the Council did not deal with her housing properly. The Council delayed assessing her medical needs, did not correctly determine her medical priority and did not inform her of her right to a review of its decision. Ms X had to live in unsuitable accommodation for 18 months. The Council will make a direct offer of housing to Ms X. The Council should also apologise, pay Ms X £3,600 for uncertainty and distress, relieve Ms X’s current housing problems and provide guidance to staff.
