Summary: We upheld a complaint from Mr D and Mr E that they did not receive enough support from the Council when they adopted a child from its area. In particular, when they needed support with the child’s challenging behaviours. We considered fault by the Council caused them unnecessary distress. The Council accepted these findings. At the end of this statement, we set out the action it has agreed to take to remedy their injustice and make service improvements.

Summary: The complainant says the Council’s assessment of residential care charges is flawed, and it wrongly took safeguarding action. The Council is at fault for not providing proper reasons for some residential care charges and for the way it completed safeguarding. To remedy the anxiety, time and trouble, the errors caused; the Council has agreed to apologise to the complainant and make a symbolic payment. It will also provide clear reasons for its charging decision and make service improvements.

Summary: Mr F complained on behalf of his mother, Mrs J, that the Council failed to take action after she was discharged from hospital in May 2023. As a result she was left needing residential care. Mr F also complained that the Council’s financial assessment did not take all his mother’s costs into account. We found some fault by the Council in the way it dealt with matters but this did not cause injustice to Mrs J.

Summary: We cannot investigate Mr X’s complaint about two penalty charge notices issued by Transport for London. This is because Mr X has appealed against one of the penalty charge notices and had a right of appeal against the second which it would have been reasonable for him to use. Transport for London has agreed to refund his payments and Mr X confirms he has received £180 back from the authority. Transport for London is working with Mr X to locate the second refund and it is unlikely we could achieve anything more for Mr X.

Summary: Mr Y, a solicitor, complained on behalf of Ms X about the Council’s handling of her homeless application in 2022. We find the Council at fault, which resulted in Ms X signing a tenancy she could not afford. The Council has apologised, made a suitable payment to Ms X, and provided her with a direct offer of social housing, which is satisfactory to remedy the injustice caused.
