    Summary: Mrs B complained that the Council in approving a planning application for development next to her property, failed to properly consider the impact on her amenity relying on the existence of a boundary fence which the neighbour has now removed. We found some fault in the way the Council explained the reasons for its decision, but we consider the action taken afterwards has resolved the situation.

    Summary: Mr X complained the Council delayed completing his daughter Y’s Education, Health and Care (EHC) needs assessment in line with statutory timescales. The Council was at fault because it failed to decide whether to issue Y with an EHC Plan within the statutory timescales, caused by a delay in obtaining Educational Psychologist advice. The Council has agreed to apologise and make a payment to Mr X to acknowledge Y’s lost provision and the distress, frustration and uncertainty this caused him.

    Summary: Mrs X complained about the Council’s delays with completing her children’s Education, Health and Care needs assessments, its delays with issuing their final Plans and with its complaint handling. Mrs X also complained the Council did not provide her children with alternative provision. There were some faults by the Council which caused injustice to Y, Z and Mrs X. The Council will take action to remedy the injustice caused.

    Summary: Miss X complains the Council placed her and her children in unsuitable interim and temporary accommodation and delayed in moving them. Miss X also complains the Council did not place her in the correct priority band under its housing allocations scheme. The Council was at fault as Miss X and her children lived in bed and breakfast accommodation for longer than six weeks so they lived in one room with shared facilities for longer than they should have done. The Council also delayed in contacting another council for a reciprocal agreement to house Miss X and delayed in accepting the main housing duty. The Council has agreed to remedy this injustice to Miss X by apologising and making a total symbolic payment of £3650 to her.

    Summary: Ms D complained about the Council’s travel arrangements for her child as it will not administer emergency medication if needed. We found the Council at fault for how it considered her child’s needs and circumstances, how it communicated its appeal decisions to Ms D, and for its Special Educational Needs and Disability transport policy not being in line with statutory guidance. The Council has agreed to our recommendations to remedy the injustice caused and service improvements.

    Summary: We will not investigate this complaint about the Council allegedly failing to support reunification between Mr X and his child. The matter complained of concerns contact with a child, which only a court can decide. It would therefore be reasonable for Mr X to use his right to go to court to seek different contact arrangements.
