My assessment

  1. We cannot investigate Mr B’s complaint about the Council increasing his council tax. This is because this issue affects all council tax payers, which is most people in the Council’s area. We cannot investigate an issue which affects all or most of the people in a council’s area.
  2. For the same reason, we cannot investigate a complaint about waste not being collected across the Council’s area during recent months.
