    Summary: Ms X complained the Council housed her in unsuitable bed and breakfast accommodation and delayed fixing her problems with bidding on the housing register. Whether the interim accommodation provided was self-contained or a bed and breakfast is a matter of law better considered by the courts and we have not investigated it here. There was no fault in the Council’s actions regarding the issues with the housing register.

    Summary: Mrs X complained of the Council’s handling of her Disabled Facilities Grant (DFG) application after it delayed commissioning a contractor to carry out adaptations to her house for her disabled son (Y). The Council is at fault because it took 16 months after receiving Mrs X’s DFG application to contact contractors and progress the adaptations. The Council agreed to make a payment to recognise the distress, frustration and uncertainty this has caused. However, the subsequent delay in completing the adaptations was outside the control of the Council.

    Summary: The Council was not at fault for how its hardship service handled Miss X’s request for financial support. Neither its correspondence with her nor its referral to its children’s social care service were so obviously unreasonable that they amounted to maladministration.

It also caused Mrs X distress and frustration. The Council has agreed to apologise and make a payment in recognition of the injustice caused to Y and Mrs X.

    Summary: Miss X complained the Council failed to put alternative provision in place when her child, W, stopped attending school. The Council was at fault for poor record keeping, failing to arrange provision when W’s school refused to and for delay in carrying out an Education, Health and Care Plan assessment for W. This caused Miss X avoidable uncertainty, frustration and distress for which the Council will apologise and pay her a symbolic financial amount.

    Summary: Miss X complained the Council failed to provide appropriate support and assistance to deal with her homelessness. The Council was at fault when it failed to properly consider information Miss X provided about her relationship with her family, for not notifying Miss X it had decided she was not in priority need and for not ensuring she received its decision letters. There was no fault in the way it reached its decision Miss X’s altercation with a relative was not domestic abuse. The Council has agreed to apologise and make a payment to Miss X to acknowledge her frustration and loss of appeal rights. It has also agreed to issue a reminder to officers to prevent a repeat of the faults.

Additionally, there is not enough evidence any delays by the Council in completing a review caused a significant injustice to Miss X.
