This caused Mr X avoidable distress for which the Council agreed to apologise and pay a financial remedy. It also agreed to review when it refers people for financial assessments and arrange a briefing for staff on costs of disregarded properties.

Summary: We will not investigate this complaint about the way the Council has dealt with reports of noise and nuisance from busking near Mr X’s home. There is not enough evidence of fault in the Council’s actions following the reports it receives. Also, the Council has apologised and offered to pay Mr X £100 in recognition of its failure to keep him updated on the outcome of his reports. We consider this is a suitable remedy to this part of the complaint.

There was fault as the Council did not check that repairs had been completed in December 2022 and there was some fault in the way the Council communicated with Mr D. This has caused him distress and uncertainty. The Council has agreed to apologise, pay him £500 and discuss a communication strategy with him, to remedy the injustice caused.
