Kent County Council (19 005 803)
Statement Upheld Special educational needs 27-May-2020
Summary: The complainant alleges that the Council has failed to provide alternative education to his child whose school attendance was poor. The Council has been at fault because it failed to consider the range of options open to it to ensure the child's attendance. It would be speculative to say what might have happened if the Council had not acted with fault. But there was a lost opportunity to ensure the child's attendance at school. The Council has accepted the remedy for the resulting injustice.

Statement Closed after initial enquiries School admissions 05-Feb-2020
Summary: The Ombudsman will not investigate this complaint about the Council's 11+ test review process. Kent County Council (19 015 145)
Statement Closed after initial enquiries School admissions 10-Jan-2020
Summary: A parent complained that the Council had failed to make sufficient reasonable adjustments in view of her son's special educational needs, when he took the Kent Test for admission to grammar school. However the Ombudsman will not investigate this matter. This is because the injustice due to any fault by the Council is unknown at this stage, and the parent will have a right of appeal to an independent appeal panel about any refusal of a school place.

Kent County Council (19 003 784)
Statement Upheld School admissions 18-Nov-2019
Summary: Mrs B says the admissions appeal panel failed to properly consider her daughter's appeal or explain its decision. The appeal panel failed to keep notes of its scoring when awarding places at appeal and the decision letter failed to properly explain the appeal panel's decision. That did not affect the decision not to offer Mrs B's daughter a place at the school. An apology, agreement to ensure the appeal panel keeps notes of the reasons for its scoring in future and to ensure decision letters properly explain the appeal panel's reasoning is satisfactory remedy.
