    Summary: The Council was at fault, because it did not give the complainant a clear explanation of the outcome of his anti-social behaviour case review application, nor invite him to the meeting. Although the Council has since offered to arrange a new meeting with the complainant, it has failed to actually do so. This has caused the complainant frustration and distress. The Council has agreed to make arrangements for this meeting now, and also to offer the complainant a financial remedy.

    Summary: Mr P complained the Council failed to take his mother, Mrs R’s, finances into account when completing a financial assessment for his father, Mr R. He also complained the Council’s complaint handling has been poor. We have found the Council at fault for not considering Mr R’s continuing property costs and for the delay in providing Mr P with the outcome of his appeal.

    Summary: Mrs X complained the Council did not review her child’s education, health and care plan when it should have, failed to provide the provision in that plan, and failed to provide alternative education when her child could not attend school. Mrs X said there had been an impact on her child of the missed education and special provision, and a wider impact on the family. We find the Council at fault, and this caused injustice. The Council has agreed to apologise and make a payment to remedy the injustice caused.

    Summary: Mrs X complains about the provision of care provided to her daughter Y, during various periods between 2019-2022. Mrs X’s also complains the Council did not complete a safeguarding. We have concluded our investigation having made a finding of fault. During the period, there were occasions when care was not provided by Care Provider A, resulting in Mrs X and the family having to provide care to Y. The Council has agreed to our recommendations.

    Summary: Mrs X complains the Council have not taken sufficient action following reports she raised about anti-social behaviour. We have concluded our investigation having not made a finding of fault. The evidence demonstrates the Council investigated Mrs X’s reports, took action where it considered appropriate, and continued to monitor the case. We have not seen evidence of inaction or delay by the Council, and we cannot criticise decisions made properly.

    Summary: Miss B complained about matters connected to the Council’s management of a personal budget she receives to meet some of her child’s special educational needs. We upheld the complaint, mainly because the Council delayed too long in responding to Miss B’s complaints. We consider this caused her an injustice, as distress. The Council has accepted our findings and at the end of this statement, we set out the action it has agreed to remedy this injustice.

    Summary: There was delay in completing an EHC needs assessment and a failure to ensure Ms X’s child was able to access suitable fulltime education on the same basis as their non-disabled peers. This caused distress and loss of education. There was also a failure to consider social care needs. The Council will apologise, make a symbolic payment and service improvements. The complaint is upheld.
