The Council instead relied on the professional advice sourced by Mrs X but refused to reimburse this. The Council agreed to apologise to Mrs X for failing to get the relevant input, rebate the cost of the Clinical Psychologist advice she got and pay her £100 for the inconvenience and frustration caused.
