  • London Borough of Havering (24 016 295)

Statement Upheld Parking and other penalties 22-Apr-2025

Summary: Miss X complained the Council took six weeks to respond to her request to pay a Penalty Charge Notice (PCN) in instalments. Miss X says this meant she did not have the opportunity to pay the PCN at the discounted rate and it then issued the charge certificate further increasing the penalty by £65. The Council was not at fault for charging Miss X the full amount of the PCN as this was in line with its payment arrangement policy. The Council was at fault for issuing the charge certificate further increasing the fine before it responded to Miss X’s instalment request. This has caused distress, frustration and financial uncertainty. The Council has agreed to apologise and deduct the £65 from what is owed.

  • Lincolnshire County Council (24 016 792)

Statement Closed after initial enquiries Assessment and care plan 22-Apr-2025

Summary: We will not investigate Mr X’s complaint about the Council’s involvement with his mother’s care. Other bodies are better placed to consider Mr X’s concerns about the Council’s corporate appointeeship for his mother. Mr X’s complaint about the Council’s interaction with him is late and there are no good reasons exercise discretion to accept this late complaint now.

  • Somerset Council (24 017 594)

Statement Closed after initial enquiries Parking and other penalties 22-Apr-2025

Summary: We will not investigate this complaint about a parking permit scheme. This is because investigation would not achieve a different outcome.

  • London Borough of Barking & Dagenham (24 018 495)

Statement Closed after initial enquiries Council house sales and leaseholders 22-Apr-2025

Summary: We will not investigate this complaint about Ms X’s Council tenancy and ‘right to buy’ application. The law prevents us investigating the tenancy matters. The refusal of the ‘right to buy’ application is too closely related to the tenancy point for us to consider it. It is also reasonable to expect Ms X to use her right to go to court.

  • London Borough of Southwark (24 018 611)

Statement Closed after initial enquiries Housing benefit and council tax benefit 22-Apr-2025

Summary: We will not investigate Miss X’s complaint about the Council’s decision and handling of her housing benefit claim because it is reasonable for Miss X to appeal to the tribunal.

  • London Borough of Wandsworth (24 018 612)

    Statement Upheld Allocations 22-Apr-2025

Summary: We will not investigate Ms X’s complaint about the Council’s handling of an application for an Out of Borough payment. This is because the Council has already offered a payment to remedy the injustice caused and further investigation would not lead to a different outcome.

  • London Borough of Wandsworth (24 018 912)

Statement Closed after initial enquiries Allocations 22-Apr-2025

Summary: We will not investigate this complaint about the Council’s assessment of a housing application’s priority for vacancies under the allocation scheme. There is insufficient evidence of fault which would warrant an investigation.

  • Epping Forest District Council (24 019 048)

Statement Closed after initial enquiries Noise 22-Apr-2025

Summary: We will not investigate Ms X’s complaint about how the Council dealt with a noise nuisance from a neighbouring business. This is because the complaint is made late, and I see no good reason why it could not have been made sooner.

  • High Peak Borough Council (24 019 074)

Statement Closed after initial enquiries Land 22-Apr-2025

Summary: We will not investigate this complaint about issues related to the Council’s attempts to acquire land from the complaint. This is primarily because it is reasonable to expect the complainant to have contacted us sooner, and to continue to raise his freedom of information concerns with the Information Commissioner. We also could not achieve a worthwhile outcome for the complainant in relation to the Council’s handling of the negotiation process.

  • London Borough of Havering (24 019 120)

Statement Closed after initial enquiries Safeguarding 22-Apr-2025

Summary: We will not investigate this complaint about how the Council dealt with Mr X’s concerns raised with the Safeguarding Unit. This is because we are unlikely to find evidence of fault.
