That did not affect the decision not to offer Mrs B’s daughter a place at the school. An apology, agreement to ensure the appeal panel keeps notes of the reasons for its scoring in future and to ensure decision letters properly explain the appeal panel’s reasoning is satisfactory remedy.

We have recommended the Council apologise, remake its decision, and review its pending decisions in other similar cases.
