Complaint from a woman that the council consented to an application from a man for a mutual exchange to a property next to her home despite having evidence of his antisocial behaviour. The lady also complained that the council failed to tell the Housing Association, who owns the neighbouring property about the man's past behaviour.

Finding

The Ombudsman upheld the complaint and found fault causing injustice.

Recommendations

The council has apologised to both the complainant and the Housing Association. However the Ombudsman recommends that the council pay the lady £1,500 to acknowledge its failures.
